In other words, asking the users to clean out their attachments does nothing - I need to do it myself, not through Outlook, but on the server level. I have searched and searched. All I have found are scripts that delete all messages with attachments or some overly complicated expensive software that is way overkill for simply removing attachments from messages.

This seems like such a common problem but no reasonable solution Best option is to either set a quota so the user gets alerted and can no longer receive email until cleaned or quota expanded. I would look into 3rd party mail archiving software, even if you have no intention of archiving. Some of the vendors out there can strip attachments as part of their solution.
